If set to yes (the default), time stamps on files embedded in the installer will be saved and restored as UTC times — what NTFS uses natively.
If set to no, time stamps will be saved and restored as local times. This means that if a file has a time stamp showing 01:00 local time at compile time on the build system, Setup will extract the file with a time stamp equal to 01:00 local time in the user's current time zone. Note, however, that on NTFS and other file systems that store times in UTC, if the user subsequently changes their time zone setting, the time stamp will appear to shift when viewed as a local time.
