If your application needs to create installations on the fly, it is permissible to deploy the files for the Inno Setup compiler along with it, provided the terms of the Inno Setup license are followed.

What files do I need to deploy?

Assuming you're using Inno Setup 5:

Compil32.exe (if your program calls it)
Default.isl
isbunzip.dll (if you use Compression=bzip)
isbzip.dll (if you use Compression=bzip)
ISCC.exe (if your program calls it)
ISCmplr.dll
islzma.dll
isunzlib.dll (if you use Compression=zip)
iszlib.dll (if you use Compression=zip)
Setup.e32
SetupLdr.e32
WizModernImage.bmp (unless you use a non-default WizardImageFile setting)
WizModernSmallImage.bmp (unless you use a non-default WizardSmallImageFile setting)
